NCIS' Mission: Protect Secrets
Presidential Executive Order 12333 defines counterintelligence as "information gathered and activities conducted to protect against espionage, other intelligence activities, sabotage or assassinations conducted for or on behalf of foreign powers, organizations or persons or international terrorist activities."
Within the Department of the Navy, NCIS has exclusive investigative jurisdiction in non-combat matters involving actual, potential or suspected terrorism, sabotage, espionage, and subversive activities.
Presidential Executive Orders 12958, 12968 and 12829 define national security information and establish the NCIS mission in safeguarding classified information, vetting personnel for trustworthiness and protecting classified information within industry.

DON Central Adjudication Facility
Foreign Intelligence
NCIS works to neutralize foreign intelligence service and foreign commercial activity which seek information about critical naval programs and research, development, test and evaluation facilities.
In this era of global economic competition, the protection of military technology remains critical to preserving the United States' technological superiority on the battlefield as well as our economic well being at home. To prevent the compromise of military technology, NCIS established its Systems and Technology Protection Program which works to minimize the loss of vital defense technology.

DON CAF
The Department of the Navy Central Adjudication Facility (DON CAF) is also under the NCIS umbrella of responsibility. DON CAF is responsible for security clearance adjudications for all DON military and civilian members worldwide. Adjudication is the ultimate step in determining an individual's trustworthiness for access to classified information.
